How to Convert Temporary Residency to Permanent Residency in Paraguay: 2026 Guide

If you currently hold temporary residency in Paraguay, permanent residency is generally the next stage of the ordinary migration route.

But conversion is not automatic.

You need to file within the applicable time window, provide the current general documentation, satisfy the relevant economic-solvency requirement and avoid problems that can change the route, including certain extended absences from Paraguay.

This guide explains the current process from beginning to end.

The seven-step process

Step 1: Check your temporary-residency expiry date

The date printed on your temporary-residency card determines your normal conversion window. Current DNM guidance states that the change from temporary to permanent residency should be processed during the three months before expiry.

Step 2: Review your migration movement history

Before building the rest of the file, determine whether you have had an absence from Paraguay exceeding the relevant temporary-residency threshold.

Resolution 081/2026 specifically requires the migration-movement report to distinguish between temporary residents who did not remain outside Paraguay for more than one year, and temporary residents whose report shows an absence of more than one year.

The former can proceed toward conversion subject to the remaining requirements. For the latter, Resolution 081 provides for extension of temporary residency for the same period rather than immediate conversion.

Step 3: Choose your correct solvency category

Resolution 407 recognises twelve categories of economic solvency. Your application should use the category that genuinely reflects your situation.

Step 4: Prepare the general permanent-residency documents

Show clearly that requirements can vary by age and circumstances.

Step 5: Prepare apostilles, legalisations, translations and authenticated copies

Foreign documents

Foreign documents must meet the applicable legalisation or apostille requirements.

Translation

Documents requiring Spanish translation should comply with the current Paraguayan requirements. Do not generalise exceptions.

Authenticated copies

Prepare authenticated copies where required so original documents can be returned.

Step 6: Submit the application and pay the government fee

Current DNM guidance describes the residence application itself as personal and in person.

Step 7: Follow the application and complete the identification process

Submitting documents does not itself guarantee approval. DNM can request additional material depending on the case.

When permanent residence is approved, follow the current Policía Nacional identification process for the corresponding Paraguayan identification.

Current DNM guidance describes permanent residence as indefinite, while the resident card is renewed periodically, currently every ten years.

How much does permanent residency cost?

Does a digital nomad need local Paraguayan income?

Not necessarily.

Remote workers and digital nomads are expressly recognised by the current solvency framework. Qualifying foreign employment/service documentation can form part of the permanent-residency evidence.

That immigration treatment should not be confused with the separate tax question of whether a particular stream of income is Paraguayan-source.

Do you need a RUC?

Not every permanent-residency category requires a RUC.

Taxpayer registration can be important for independent workers and certain other applicants. Other solvency categories rely on different documents.

Do not register for taxes merely to manufacture the appearance of an economic profile. Tax registrations and declarations should correspond to the applicant's actual obligations and activity.

Can a property owner qualify?

Property ownership is recognised as one of the solvency routes under Resolution 407. The appropriate registered title documentation is relevant and DNM retains the ability to seek further documentation where appropriate.

Can a company shareholder qualify?

Yes, company partners and shareholders are among the recognised solvency categories. The appropriate corporate documentation is required.

Company ownership should not be confused with the shareholder's personal tax treatment.

Can a student qualify?

Student status is recognised, but student status alone does not necessarily establish economic solvency. The applicant must meet the educational documentation requirements and demonstrate adequate resources under the current framework.

Can a retiree qualify?

Yes. Retirees and pensioners are among the recognised solvency categories, subject to documentation supporting the pension/retirement income and payment arrangements.

Could Investor Pass be easier?

For qualifying investors, Paraguay's Investor Pass offers a different route. The Investor Pass allows qualifying foreign investors to access the permanent-residency process directly rather than first completing the ordinary temporary-residency route.
