Paraguay's Investor Pass is a government investment-residency program that gives qualifying foreign investors a route to apply directly for permanent residency through eligible investments.
For the right investor, that can make an investment in Paraguay part of something bigger — an investment, a foothold in another country and greater personal optionality.

Introduced by Paraguay's Ministry of Industry and Commerce together with Migraciones under Resolution 0283/2026.

Qualifying investment routes.
The official investment categories currently include the following. Requirements are set by the Paraguayan authorities.

Productive investment
With business plan and employment requirements.
From USD 200,000
Financial instruments
With a minimum holding requirement.
From USD 200,000
Qualifying real estate
Through eligible real estate investment.
From USD 150,000
Tourism investment
Through qualifying tourism investment.
